Migrants, Minorities, Belonging and Citizenship: Dilemmas in the European Union and Small States
ACRONYM: GLOCALMIG
This is a project formulated as an accompanying measure to the 5th European Union framework program. The project received funding from the EU, and will be carried out by IMER N/B in collaboration with a range of European partners in Austria, Denmark, Estonia, Finland, and Hungary. The project aims to provide new and research-based perspectives for comprehensively addressing the citizenship aspect of the ‘democratic deficit problem’. The specific focus is on the gradually altering meanings and practices of citizenship and belonging within the context of the European Union, and the significance of these two phenomena pertaining to the democratic deficit problem. Potential contestations are already discernible for defining the European and national citizenships in a context of incongruity between the developing notion of European Union Citizenship, Member States’ historical citizenship models and rights-regimes, and belongings at lower aggregation levels. This incongruity relates specifically to statuses, rights, and obligations of:
non-citizen immigrant minorities (second and third country nationals)
historical-native minorities of Member States
extra-European citizens of Member States.
By focusing on these three categories, this project aims to uncover the alignments / misalignments between the prevailing conceptions / practices of citizenship and belongings at lower aggregation levels in 6 small European countries. With Professor Yngve Lithman as international project leader and the University of Bergen as project coordinator, six European universities / research institutes and eighteen researchers participate in Glocalmig’s research and innovation activities. IMER-researcher Hakan Gürcan Sicakkan is the scientific coordinator of Glocalmig. The research and innovation activities in Glocalmig have hitherto resulted in 8 publications, which are listed below.
