Study Description
Abstract
The Norwegian Panel of Public Administrators (NFP) is an internet-based
survey of public administrators. The study deals with matters that are
important to society, public administration and democracy. The panel is
initiated and run by researchers from the leading reseach universities
and institutions in Norway and is a non-profit project that aims to
serve research goals. The Norwegian Panel of Public Administrators seeks
to contribute in a dialogue between research, politics and socitey.
Some of the questions in this survey are part of a coordinated system of
surveys (“KODEM”) which also gathers information about beliefs and
convictions of citizens
(uib.no/medborger), elected
representatives
(uib.no/representant), and
from journalists and editors
(uib.no/NJP). This mode of data
collection enables innovative research of groups that together comprise
the political body in Norway.
The Norwegian Panel of Public Administrators is part of the Digital
Social Science Core Facility (DIGSSCORE) at the University of Bergen
(UiB). The Norwegian Panel of Public Administrators is also affiliated
with the Norwegian citizen Panel, the Norwegian Journalist Panel, and
the Panel of Elected Representatives. The University of Bergen is the
owner and treatment manager of the The Norwegian Panel of Public
Administrators. Ideas2Evidence executes the practical implementation of
the survey, and are responsible for recruting participants, as well as
sending and receiving surveys to and from respondents. The data is
stored encrypted and secure in UiB’s infrastructure for for safe
processing of sensitive personal data in research, ‘SAFE’. The panel has
been reported to and processed by the Data Protection Official for
Research at Sikt - Norwegian Agency for Shared Services in Education and
Research. More information can be found at

Scope
Geographic coverage: National.
Unit of
analysis: Central government employees.
Universe: All employees of the central government.
Methodology
Sampling procedure
All employees of the central government - ministries, directorates and
supervisory authorities - are invited to participate in the Norwegian
Panel of Public Administrators. Contact information has been collected
through “Depkatalog” or the website of the individual directorate or
supervisory authority.
In this establishment round of the panel, only employees of the central
government have been recruited. The long term goal is to recruit public
administrators from all levels of public administration.
Due to some over-coverage during the recruitment process, there are N =
24 respondents who have been excluded after the field period, as they
did not belong to the defined target population, that is, not working in
public administration in the central government (ministries,
directorates, and supervisory authorities). We therefore recommend
excluding these respondents when conducting analyses. This can be done
using the variable f1_tvcpa. For more information on the exclusion
process and exclusion criteria, please consult the documentation report.
Mode of Data Collection
The survey is based on an online questionnaire where the panel members
are invited by email.

Wave 1 was fielded from 2nd of November 2020 to the 8th of April 2021.
